33 kg gold caught. Why the investigation report didn't submitted?

The investigation report should be submitted within 10 days of the gold caught in the Tribhuvan International Airport. But it is 12 days past but the report is not submitted yet. The gold was 33 kg, 40 mg and 77 grams. It was caught on january 21 from the airport. The custom officers are also involved in the case. The duputy director said that they could not submit the report on time.
